The DSHS has no enforcement authority. It is up to local law enforcement. The DSHS cannot effectively write law making things illegal. That power belongs to the legislative branch.
Im an independent and will never vote for a conservative republican because of this. Texas saya they are all about freedom, but they are not. Only if its freedom they choose to define. They are against cannabis, womens rights, environmental laws, and universal healthcare. These are common sense issues they choose to ignore. They rather you have the freedom to drink whtever alcohol you want and buy whatever gun you want. Wrong prioritities republicans
This is a dumb hill for the Republican party to try dying on, and whilst being minimally damaging to them their concession on this matter would likely work greatly in their favor.
